Building on ethnographic fieldwork in Belgian welfare bureaucracies, this article explores the place of emotions administrative treatment cases—particularly those involving migrants, whose rights are increasingly limited. Welfare offices responsible for granting social assistance—in form medical treatment, material help, or financial benefits—in order to guarantee that residing Belgium live dignified conditions. This delves into civil servants’ emotional engagement, discourses, and relationship ‘the state’ way they decide specific cases based feelings, guidelines, instructions from above. It challenges assumption street-level bureaucrats’ discretion daily practices often effectively restrict citizens’ access public services shows instead how emotions, professional ethics values contribute assessing deservingness, servants ‘do a basis.
